Have you requested a new white license plate to replace your old green one? In July 2023, the Commission on Audit revealed that the Land Transportation Office (LTO) still had 1,797,000 pairs of license plates undelivered to their owners, worth P808.7 million. These include the green-to-white plates that motorists paid for as early as 2015.

How to Check for the Availability of Your Plate Number
To check if the replacement plate is already available, follow this short guide. The site is pretty simple and easy to use; you will not have a hard time using it.
1. Go to https://www.ltoncr.com/replacement-plates-green-to-white-plates/ using a computer or a smartphone. Scroll down and look for the search bar in the middle of the page.
2. Type your plate number in the space provided. Do not leave any space between the numbers and letters; for example, use AAA111 instead of AAA 111. Then, click the search button.
3. Please refresh the web-page after a few attempts and make sure you type your correct Plate Number for accurate results
4. You will see a message on the screen telling you whether your replacement plates are ready and where you can pick them up.
Please note that only replacement plates paid at LTO NCR offices will be in this database.
How to Claim the Replacement Plate from LTO
Before you go to the LTO District Office, you have to prepare the following documents:
For First Owners
- photocopy of Certificate of Registration
- latest Official Receipt
- photocopy of valid ID of registered owner
Second Owner (not yet transferred)
- photocopy of Certificate of Registration
- latest Official Receipt
- Deed of Sale
- photocopy of valid IDs (vendor and vendee)
If you want to claim it through a representative, provide the following documents:
- A signed authorization letter of the registered owner
- photocopy of ID of the registered owner
To get your replacement plate, visit the LTO District Office that the website indicates as the location of your plate. Once you arrive, proceed directly to the releasing section and inform them that you are there to get your replacement plate. Provide them with your documents, and wait for them to hand you your plates. Finally, sign the release form to confirm that you have received your plates. The entire process should take approximately 15 minutes.
Please replace your green plates with the new ones as soon as possible. Do not discard or throw away the green plates. They could fall into the wrong hands and be used for illegal activities. The safest option is to destroy them completely.
